This resolution affirms the constitutional rights of all people to engage in boycott activity against an entity when they have conscientious concerns with the entity’s policies or actions. It states that Missouri shall not punish individuals by denying them a state contract for exercising their constitutional right to boycott. The resolution states that “criticism of a nation by individuals, including as a nonviolent citizens’ boycott, does not constitute bigotry against the citizens of that nation.”

This non-binding resolution targets UN-related accountability efforts with regard to Israel’s ongoing violations of international law, repeating Israel’s claim that UN Security Council Resolution 2334 will lead to increased BDS efforts and “will provide a ‘tailwind for terror.’”UN Security Council Resolution 2334 reaffirmed that Israel’s illegal settlements constitute a flagrant violation of international law. The US broke from its practice of blocking UN accountability measures focused on Israel and abstained rather than vetoing the resolution, causing consternation among pro-Israel groups.

HRes 23 also states that the US “steadfastly opposes boycotts, divestment campaigns and sanctions targeting the State of Israel.”
